You are not allowed to immediately withdraw deposits on HotStreak without a 1x play through. If you receive a deposit match, you'll end up with some bonus money. Bonus money is playable - you can use it to create entries - but it's not withdrawable. Any winnings from such entries will be immediately playable and/or withdrawable.

In other words, there's a 1x play through requirement on bonus funds as well as deposits.
